so now we're calling it a civil war?

The March 2007 edition of Measuring Stability and Security in Iraq has just been released. What makes it so different this time? Well, this time, right there on page 14, the Defense Department-- for the first time--is referring to the situation a civil war:

"Some elements of the situation in Iraq are properly descriptive of a
"civil war," including the hardening of ethno-sectarian identities and
mobilization, the changing character of the violence, and population
displacements."
